Meet the Team
Joe Franco, Owner
​
Joe Franco graduated from the University of New York at Oswego in 1979 with his Bachelor's Degree in Secondary Education. While teaching school in 1983 he began to pursue a second career in income tax preparation. After getting some education in income tax he worked as a tax practitioner for H&R Block in Houston, Texas for three (3) years. In 1986 Joe moved to Panama City to make a full time career change and started his career doing income tax preparation. Joe has owned and operated Mr. Tax Systems since 1988.

Being an educator was a rewarding profession for Joe, and he carries the same sense of dedication with each and every client he has. Joe has a strong sense of community service and family values.

Mary Franco, Tax Practitioner & QuickBooks ProAdvisor
Mary Franco is a graduate from the College of New Rochelle with a Bachelor's Degree in Psychology. After graduation, she entered the insurance industry as an underwriter. Her insurance career took her from New York to Colorado, Washington and finally, California. Mary moved to the Panama City area in 1999 to be closer to her family. She joined Mr. Tax Systems in 2000 after completing income tax preparation training.
When not working for Mr. Tax Systems, Mary offers bookkeeping services through
M. Franco Accounting Services LLC. She is also a QuickBooks ProAdvisor, who assists clients in setting up QuickBooks files and providing QuickBooks training.
Tom Holmes, Enrolled Agent
Tom Holmes has been an enrolled agent for Mr. Tax Systems since 2005. After serving in the United Sates Air Force for 20 years he first began exploring a career being an income tax practitioner. He went on to pursue and obtain his accounting degree through Florida State University in 2003. In that time he served as a part-time tax practitioner for a local accounting firm. In 2006, Tom passed the IRS Enrolled Agent exam and is certified to represent clients before the IRS on both an individual basis and for business tax matters. For Mr. Tax Systems, he handles simple to complex individual and business tax returns for corporations and partnerships. Tom also specializes in non-profit issues and IRS tax filings.

Tom is passionate about serving his church as a Treasurer, and has served as Treasurer for local sports booster clubs in Panama City.
